It sure looks like the federal government is about to create even more more “unusable shelfware” and waste a whole lot more money in the process.
In my most recent post, OMB: Hea** to W aste Another Billion Dollars?, I raised the alarm that OMB’s new “Common Approach” for EA cannot possibly succeed
because it repeats the very same mistakes that were made in OMB’s first attempt to implement EA across the federal government.
And as I reported in my paper, the federal government already wasted more than a billion dollars in that first effort. Unless changes are made to correct these
mistakes in this second go-around, OMB could very well waste another billion dollars and again fail to achieve any real benefits for the money spent.
The first post discussed what I believe are the five most serious mistakes being made by the Common Approach; this post reviews four additional critical mistakes
that, left unfix ed, will cripple the second FEA effort.
